Description

Rutherford Cross is pleased to partner with a well-known public sector organisation to recruit a Compliance Specialist. This pivotal role will contribute significantly to the continuous improvement of the organisation's processes, ensuring robust controls are in place to support audit reviews, and that changes to systems and procedures are implemented in alignment with policies.

We are seeking a proactive and experienced individual who can drive the growth of the compliance function. The role is perfect for a part-qualified or fully qualified accountant (ACCA/CIMA/ ICAS or equivalent), who has a strong commitment to maintaining high standards of compliance and financial management.

Summary of Key Duties:

Compliance

  • Ensure compliance with existing procedures
  • Work with management and the wider team to minimise the risk of fraud and error
  • Identify potential areas of compliance vulnerability and risk; develop/implement corrective action plans for resolution of problematic issues, and provide general guidance on how to avoid or deal with similar situations in the future
  • Advise of any gaps in current documentation of processes and make recommendations for improvement
  • Implement document control to ensure that the team are working to the right version of procedures, with appropriate sign-off and testing in place to ensure understanding and compliance
  • Create and implement the Compliance Planner and ensure this is being completed by the compliance team
  • Assist in preparation/verification of audit submissions and national data returns and planning of follow-up actions
  • Advise on risk and business continuity
  • Work with the services to deal effectively with the National Fraud Initiative exercise
  • Develop a training plan and refresh programme to ensure continued compliance and improved service delivery
  • Develop, plan and test Business Continuity arrangements / Critical process and Scenario Testing / Event management process

Accounting

  • Review of Revenues returns
  • Complete monthly bank reconciliations for all Revenue’s bank accounts
  • Develop, monitor, analyse and interpret financial management information
  • Assist in the preparation and compilation of statutory accounting records

Staff

  • Lead the compliance team in developing effective sample/checking frameworks for testing compliance and addressing errors
  • Provide ongoing support to the compliance team, holding regular 1:1 meetings to ensure timely completion of tasks
  • Help the team document new procedures for managerial approval

Other Duties

  • Deputise for the Accounts Payable/Receivable and Compliance Manager, checking high-value payments bi-weekly before payment runs, in collaboration with a qualified accountant
  • Work closely with both internal and external audit teams to ensure compliance and address any issues

The Individual:

  • Fully or Part Qualified Accountant (ACCA/CIMA/ICAS or equivalent)
  • Experience working in a financial control environment and compliance monitoring
  • Experience within a shared service or high-volume transactional finance processing environment
  • Experience developing and improving processes and procedures
  • Experience in liaising with managers at all levels
  • Excellent research and analysis skills
  • Excellent communicator with good presentation skills
  • Capacity to work with minimum supervision and to deadlines
  • Confident in challenging existing practice and seeking to develop new, innovative approaches
  • Computer literate with good knowledge of Microsoft Office, especially Word and Excel and desirably Sharepoint
